The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from various governments. Immense energy is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by up-to-date information. From vantage locations, defense planes that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Following this, a automatic firearm opened up on a aerial vehicle close by, part of a mobile-fire group – probably Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are demonstrably unable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not shift further in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
